Administrative Credential Pathways for Tier II

Administrator Training Program (formerly AB430) for Tier II

The Administrator Training Program (ATP) is a 10-day institute that is completed during the course of a school year. Each module consists of a 3-5 day training and each has an accompanying practicum. Successful completion within 2-years of beginning the program allows a participant to apply for his/her Professional Clear Administrative Services Credential (PASC-Tier II).

Why Is ATP Important?

School administrators are expected to be instructional leaders. In an interactive environment that encourages dialogue with one’s peers, the Administrator Training Program delivers the knowledge and skills to support teachers and enhance student achievement.

Who Should Participate?

This program is designed for elementary and secondary principals and assistant principals. Administrators should work with their districts to apply to the California Department of Education (CDE) to be approved for reimbursement of costs. Please contact our office for further details. Other administrators may participate in the program if they are intending to use ATP for Administrative Clear Credential (Tier II).

An Opportunity for Collaboration

ATP is a collaboration between the district and the Santa Clara County Office of Education (SCCOE). Some sessions offer opportunities for district personnel to work with their participating principals on topics such as district vision, curriculum implementation and monitoring, instructional pacing calendars, finances, and the Single School Plan, for example.

Program Description

ATP is comprised of 80 hours of content and 80 hours of follow-up practicum. The program is a California’s Commission on Teacher Credentialing (CTC) approved alternative for clearing the Administrative Services Credential (Tier II). It is comprised of three modules that are designed to help site administrators play a leadership role in implementing standards-based instruction in the classroom.

Module 1

Leadership and Support of Student Instructional Materials

Topics addressed:

  • Federal, state and district vision - improving K-12 administrators' knowledge of instructional materials in order to support teachers in helping all students meet world-class standards in core content areas.
  • Accountability - federal, state and program specific data are reviewed. Effective analysis and use of curriculum-embedded and STAR data can improve instruction and student achievement.
  • Leadership - research and discussion about school reform and program coherence in a standards-based system.
  • District expectations/Administrator responsibilities in implementing a standards based system.
  • And much, much more!

Module 2

Leadership in School Finances and Human Resources

Topics addressed:

  • Vision and Culture - discuss principles of effective schools, identify barriers to improvement and develop a continuous cycle of improvement; using a site’s vision, mission, values, and goals to write and revise a Single School Plan with School Site Council and other stakeholders.
  • Knowledge and Data - review of factors influencing achievement using state and federal data; discussion of sanctions for underperforming schools including implementing the Academic Performance Survey (APS); using data to revise achievement goals on the Single School Plan, and collecting and analyzing data.
  • Fiscal Management - review of basic budgeting, school/district revenue funding, and the technology systems to support them; aligning fiscal resources to meet the achievement goals set forth in the Single School Plan
  • People and Performance - overview of district procedures and policies; implementation of the District Assistance Survey (DAS); and support for staff development

Module 3

Leadership in Technology to Improve Student Performance

Topics addressed:

  • Using technology to gather and analyze data, to explore internet resources, and to improve knowledge of database and spreadsheet development in order to organize information to improve instruction, observation, and communication with stakeholder groups

The Provider and Instructors

The Santa Clara County Office of Education (SCCOE) is a state-approved and experienced provider of Modules 1 and 2 of the Administrator Training Program. Technology for Learning, from within SCCOE’s organization, is the state-approved provider for Module 3.

Our instructors come from a wide range of experiential and educational backgrounds including classroom teachers, consultants, district and county office administrators, and retired administrators. The instructional format is interactive, up-to-date, and tied directly to current state and federal reform initiatives.

Minimum Workshop Attendance:
It is the obligation of the participant to attend all sessions. Attendance records are logged with the CDE and any missed sessions must be made up. A fee may be charged for make-up sessions.

State Funding Available:
Funding is currently available for site principals and vice principals. Please contact our office for further information.
